Xu Shao’s decision earned him even more respect from the literati of Luoyang.

Did these people have any common traits that she could exploit?
It seemed they did!
“What are you thinking?” Yang Xiu suddenly interrupted Qiao Yan’s contemplation.
Having already formulated a plan in her mind, Qiao Yan replied, “I was thinking, since the doors are closed, and we can’t enter, why don’t we each write a policy proposal and submit them for the people inside to critique?”
