Within the Alliance, the Highest Office was a rather unique entity.

Three years ago, following the capture of Yun Chi, the Highest Monitor, initially under the jurisdiction of the Highest Office due to being established solely for her, was transferred to other departments because Fang Yanli was continuously incapacitated by severe injuries.
