Chapter 14
The Ghosts and Gods of the Underworld were not unfamiliar with the Beiyin Fengdu Emperor. Compared to the Ten Kings of Hell, the Fengdu Emperor was the supreme ruler of the entire Netherworld. The Fengdu Hell within Mount Luofeng, which she governed, suppressed countless evil spirits who were beyond redemption and not part of the Cycle of Life and Death. That place was even darker than the Netherworld Bureau.
The Underworld, on the other hand, was where the Fengdu Emperor managed the normal Cycle of Life and Death. She ruled over all Ghosts and Gods, but only a handful had ever seen her in the Underworld.
