The Provincial Public Security Department and the Municipal Public Security Bureau sent capable and forceful officials to rural areas to become county police chiefs and township police station heads.

Six months later, everything settled, and Bian Haitao was sentenced to death for intentional murder.
As the sound of a gun being cocked echoed, his fear reached its peak.
